NCAG launches its mandate in Cairo, outlining priorities for Gaza's stabilization and reconstruction.

NCAG Launches Work in Cairo

Cairo, Egypt | 17 January 2026

National Committee for the Administration of Gaza (NCAG), the newly formed transitional technocratic governing body established under UN Security Council Resolution 2803 and President Donald J. Trump’s 20-Point Peace Plan, held its inaugural meeting in Cairo on 15 January 2026. The session formally launched the Committee’s mandate to assume civil and internal security responsibilities in the Gaza Strip and to oversee the territory’s stabilization, recovery, and reconstruction until such time as the Palestinian Authority has completed its reform program.

Dr. Ali Shaath, Head of the Committee, emphasized the significance of this moment in a brief statement during the opening session:

“The establishment of the National Committee marks a pivotal moment in our collective effort to turn a tragic chapter into a new beginning. This is a Palestinian body, created by Palestinians for Palestinians, with the blessing of the PLO, Palestinian Authority, and Palestinian factions. Rebuilding Gaza is not only about infrastructure. It is about rebuilding a society committed to stability, dignity, and sustainable peace.”

Commissioners Appointed

The Committee is composed of leading Palestinian professionals and sector experts appointed to lead Gaza’s transitional administration, including:

  • Abdel Karim Ashour, Commissioner for Agriculture
  • Omar Shamali, Commissioner for Communications and Digital Services
  • Dr. Ayed Aburamadan, Commissioner for Economy, Industry, and Trade
  • Jabr Eldaour, Commissioner for Education
  • Dr. Bashir Rayyes, Commissioner for Finance
  • Dr. Ayed Yaghi, Commissioner for Health
  • Sami Nassman, Commissioner for Internal Security
  • Adnan Abu Warda, Commissioner for Justice
  • Osama Al-Saadawi, Commissioner for Land and Housing
  • Hanaa Tarazi, Commissioner for Social Protection
  • Dr. Ali Barhoum, Commissioner for Water, Utilities, and Local Authorities

Mission Statement Adopted

As his first official act, Chief Commissioner Dr. Shaath adopted and signed the NCAG Mission Statement, affirming its governing mandate and operating principles:

Authorized by the UN Security Council Resolution 2803 and President Donald J. Trump’s 20-Point Peace Plan, the National Committee for the Administration of Gaza is dedicated to transforming the transitional period in Gaza into a foundation for lasting Palestinian prosperity. Under the guidance of the Board of Peace, chaired by President Donald J. Trump, and with the support and assistance of the High Representative for Gaza, our mission is to rebuild the Gaza Strip not just in infrastructure but also in spirit.

We are committed to establishing security, restoring the essential services that form the bedrock of human dignity such as electricity, water, healthcare, and education, as well as cultivating a society rooted in peace, democracy, and justice. Operating with the highest standards of integrity and transparency, the NCAG will forge a productive economy capable of replacing unemployment with opportunity for all. We embrace peace, through which we strive to secure the path to true Palestinian rights and self-determination.

Regional Partners and Next Steps

The Committee expressed gratitude to President Trump for his decisive leadership and continued engagement in advancing the peace plan. The NCAG also acknowledged the essential role of regional partners, including Egypt, Qatar, and Turkey, whose mediation and support have been instrumental in stabilizing conditions on the ground.

Following their appointment, the Commissioners immediately began planning to expand humanitarian assistance, restore public services, rebuild critical infrastructure, reconstitute justice and security institutions under the principle of one authority, one law, and one weapon, and lay the groundwork for long-term economic growth and self-sustaining governance in Gaza.

The NCAG concluded its first meeting by reaffirming its commitment to the people of Gaza and its determination to build institutions that provide all Palestinians with dignity, equity, and hope.
