(1) Rebuild and manage Gaza's civil registration, identity, policing, and civil defence systems under NCAG authority. Ensure every Gazan has verified legal identity; restore accurate registration of births, deaths, and missing persons; and establish secure digital systems for identity and documentation. Coordinate with the Palestinian Authority (PA), Israel, and international partners to restore a unified, credible, and rights-based population registry. Stabilise and reactive the Gaza police and civil defence forces. (2) Restore security by reactivating and stabilizing police and civil security forces through vetting, training, and deploying capable personnel.
