Land and Housing

Secure, document, and enforce land and housing property rights, and lead Gaza's housing-sector reconstruction under the authority of the National Committee for the Administration of Gaza (NCAG). The commission will deliver temporary, transitional, and permanent housing for displaced and affected families, including rapid repair of habitable units and rebuilding of destroyed homes under a 'build back better' approach within a sustainable, community-informed urban framework. The commission also covers rehabilitation of community facilities and local infrastructure, re-establishment and modernization of the land registry/cadastre, management of ownership claims and transfer and leasing arrangements, and resolution of property disputes, providing a clear, predictable, and investment-ready foundation for fair reconstruction that protects both owners and tenants.
