Water, Local Services and Municipal Authorities

Restore daily life and essential local services in Gaza through a unified service-delivery portfolio under the authority of the National Committee for the Administration of Gaza (NCAG). The commission is responsible for operating water and sanitation utilities, ensuring safe water supply, wastewater pumping and treatment, and water-quality assurance, and for supporting local authorities as the first line of service delivery and accountability, including solid-waste management, street cleaning, basic street lighting where feasible, local road access, and environmental health. It aims to rapidly re-establish a minimum operational level of services across all governorates, then transition to rebuilding and modernizing systems to deliver reliable, regulated services with clear financial governance, operational sustainability, unified responsibility, and improved efficiency.
