Osama Al-Sa'dawi (Land & Housing Commissioner, NCAG) is a seasoned Palestinian technocratic leader with decades of experience in project management, institutional partnership-building, and dispute resolution, recognized for delivering complex development and reconstruction initiatives in coordination with government and the private sector. For more than 20 years, he served as General Manager of the Palestinian Housing Council in the Gaza Strip, overseeing operations and donor and partner engagement, and leading major collaborative programs, including a five-year participatory spatial planning initiative across nine municipalities, while contributing to housing-sector reconstruction steering efforts through strong contract management and governance expertise. From 2019 to 2023, he served as Minister of Entrepreneurship and Empowerment. Earlier in his career, he supported public-sector work related to entrepreneurship policy and ecosystem development, with a consistent focus on job creation and inclusion of marginalized communities, particularly youth and women. He has represented Palestinian institutions in regional and global forums and is widely regarded for building practical cross-sector networks that advance sustainable development and community empowerment in Palestine and the wider region.
