Omar Mohammed Hassan Shamali is a Palestinian telecommunications executive born in 1975, married and a father of six, with a technocratic career spanning more than 26 years in Gaza’s telecoms sector. He holds a BA in Economics and Political Science from the Islamic University of Gaza (1999) and an MA in Political Science from Al-Azhar University. He began his career at Jawwal in 1999 and progressed through senior commercial leadership roles, including Corporate Sales Manager (2004), Exhibitions Manager for the Gaza Strip (2007), Sales and Marketing Manager (2011), and Chief Commercial Officer for the Gaza Strip (2014), before being appointed General Manager of Jawwal in the Gaza Strip on 1 January 2015 and, from January 2023, General Manager of the Telecommunications Group in Gaza (Jawwal and Paltel). In these roles he oversees end-to-end operations across engineering, customer service, sales and marketing, procurement and warehousing, commercial planning and development, finance, IT, and human resources, and has been closely associated with service expansion and sector advancement in Gaza. He has completed a range of leadership and industry programs, including a Telecoms Mini MBA in the UAE and a leadership development program in the United States, and has participated in regional and international training in areas such as customer care, strategic planning, project management, telecommunications, and IT, alongside active engagement with civil society and private-sector institutions.
