Dr. Bashir Rayyes

Dr. Bashir Rayyes (Finance Commissioner, NCAG) is a Palestinian economist and institutional leader with extensive experience in programme management, international development, and economic advisory work. He earned a PhD in Management from Imperial College - University of London in 1993 and has worked across his career as a consultant and expert for governmental, regional, and international entities, alongside academic engagement as a lecturer at Palestinian universities, including Birzeit University. He has also held board-level roles within Palestinian economic institutions, including the Palestine Monetary Authority and the Industrial Estates and Free Zones Authority, reflecting strong expertise in economic governance and policy development. Following the 2014 war, he led the National Office for Gaza Reconstruction, overseeing funding follow-up, coordinating implementation efforts, and directing resources toward priority needs in infrastructure, housing, and essential services.
